HUBZone Energy Storage and Microgrids for Federal Sites

HUBZone Equipment is the energy and power systems division of SDVOSB Materials Technology & Supply LLC. It supplies lithium iron battery energy storage, microgrid controls, and turnkey backup power to federal mission critical facilities. What follows is the buyer's guide for that division. What we supply, why the battery chemistry decision comes first, what the domestic content rules actually require, and how a contracting officer reaches us. Backup Power Is an Architecture Decision, Not a Generator Purchase


Buy a generator and you have bought runtime. You have not bought resilience. The engine still has to start, which means the starting battery has to be healthy, the fuel has to be clean, the transfer switch has to operate, and someone has to have tested all three within the last quarter. Facility engineers already know this. It is why the after action report on almost every extended outage reads the same way.


Resilience is the whole chain: storage chemistry, thermal safety engineering, fire suppression, automated distribution, per cell monitoring, and an energy management layer that decides what to shed and when. Standby generators are specified to pick up load within seconds of a start signal, but the gap is never zero, and stored energy is what carries a communications room or a surgical suite across it. The distance between "we have a generator" and "we have resilience" is exactly that engineering.

A backup power scope rarely arrives on its own. It shows up bolted to a laboratory fit out, a communications room refresh, or a corrections capital project, which is why this division quotes alongside our federal laboratory equipment procurement, federal IT infrastructure procurement, and anti-ligature correctional furniture teams. Why Lithium Iron Chemistry, and What It Costs You


Chemistry is the first real decision in an energy storage system, and it is not a matter of preference. It sets the safety profile, the operating envelope, and the service life. SafeTech Lithium is the lithium iron based technology from MUTANT INC., engineered around four properties that matter once the system is sitting unattended in a federal building.


  • Lower combustion risk. Lithium iron chemistry is markedly less prone to thermal runaway than the high energy density lithium chemistries used in phones and laptops. Combined with the engineered thermal architecture, the risk profile is appropriate for unattended deployment inside an occupied facility.

  • Per cell active monitoring. The system manages each cell individually rather than treating the pack as one object. Degradation, thermal anomaly, and end of life conditions are caught at the cell before they spread.

  • Service life in harsh conditions. The chemistry and thermal design are built for expeditionary use and for garrison sites where the mechanical room is neither clean nor climate stable.

  • Fire suppression included. System level suppression ships inside the turnkey bundle instead of becoming a separate line the customer has to source and coordinate.


Here is the tradeoff nobody selling batteries volunteers. Lithium iron cells hold less energy per kilogram and per liter than the nickel rich chemistries. For the same usable kilowatt hours you get a heavier and physically larger installation. If the binding constraint on your project is floor area in a retrofit mechanical room, or structural load on an upper floor, that is a real problem and it needs to be settled during site survey, not at delivery.


Built in Virginia: What the Domestic Content Rules Require


Where the equipment is manufactured is a line item on federally funded energy work, not a marketing note. MUTANT INC. systems are built in Virginia with American labor and American materials, and we provide domestic content documentation per line item.


Two separate rule sets drive this and buyers mix them up constantly. The Buy American Act governs direct federal purchases of supplies and is implemented through FAR Part 25, Foreign Acquisition, which sets the domestic end product tests and the price evaluation preferences. Build America, Buy America is a different animal. It attaches to federal financial assistance for infrastructure, so it reaches grant funded projects that FAR Part 25 never touches. A state emergency management agency buying storage with federal grant money is in Build America, Buy America territory. A Defense Logistics Agency purchase order is in FAR Part 25 territory. We confirm which one applies before quoting, because the documentation package is not the same.


Microgrid Integration Supplements Diesel Rather Than Replacing It


Most federal mission critical sites already run diesel or gas backup that works. Tearing it out is rarely the right recommendation and it is not what we lead with. What the artificial intelligence managed battery layer adds is augmentation, sitting alongside plant that still has operational life in it.


  • Shorter diesel runtime. Battery absorbs the opening stretch of an outage before the engines are asked to carry anything.

  • Lower emissions. Stored energy covers peak emissions windows instead of the engine.

  • Load leveling. The controller balances solar, battery, generator, and utility inputs across distributed loads.

  • Cleaner islanding. The site separates from the utility on its own terms when grid power fails or power quality degrades.

  • Staged modernization. Aging infrastructure gets upgraded without a rip and replace capital request that will not survive the budget cycle.


Where this does not pay off: a small site with a short, well behaved load and a generator under five years old. If that describes your facility, a maintenance contract will serve you better than a storage project, and we would rather say that up front than sell around it.

Frequently Asked Questions


Does the HUBZone certification cover the energy division or the whole company?


The HUBZone certification is held by SDVOSB Materials Technology & Supply LLC as the parent entity, and it covers everything the company sells. HUBZone Equipment is the operating division that takes it to federal energy and power procurement. A contracting officer setting aside a solicitation under FAR Subpart 19.13 is contracting with the parent entity, not with a separately certified subsidiary.


Is the equipment Buy American Act compliant?


Yes. MUTANT INC. systems are built in Virginia with American labor and American materials, and we supply domestic content documentation per line item. If the purchase runs on federal financial assistance rather than a direct federal purchase, Build America, Buy America applies instead, and the documentation package differs. Tell us the funding source at the requirement stage and we will build the right package.


Why lithium iron rather than a higher energy density chemistry?


Safety profile under unattended operation. Lithium iron is far less prone to thermal runaway than the nickel rich chemistries that win on energy density, and for a storage system sitting in an occupied federal building that tradeoff is the right one. The cost is size and weight for the same usable capacity. Detailed chemistry and thermal safety documentation is available on request.


Do you supply only the batteries, or the whole microgrid?


The whole thing. Controllers, switchgear, automated distribution, fire suppression, and inverters are bundled into a single scope, along with installation, commissioning, and training. Splitting a storage project across three vendors is where integration risk and schedule slip come from, and it is the most common way these projects go sideways.


Are you on the GSA Schedule?


No, and it matters that we say so clearly. SDVOSB Materials Technology & Supply LLC does not hold its own General Services Administration Schedule. GSA orders are fulfilled through GSA registered partner vendors, which is a legitimate and common arrangement but is not the same as a direct award path. The company does hold contract 230701 with The Interlocal Purchasing System, which is a direct path for cooperative purchasing buyers.
