Power Resilience Is a Mission Requirement
Backup power for a federal mission-critical facility is not a generator decision. It is a resilience architecture decision: energy storage chemistry, thermal safety engineering, fire suppression, automated distribution, per-cell active monitoring, and intelligent energy management have to integrate into a system that runs when diesel fails and grid power is gone. For mission-critical facilities, comms centers, medical sites, and secure compounds, the gap between "we have a generator" and "we have resilience" is exactly the engineering described above.
HUBZone Equipment is the energy and power systems division of SDVOSB Materials Technology & Supply LLC. We deliver AI-driven backup power and microgrid systems for federal mission-critical facilities through our manufacturing partner MUTANT INC. SafeTech Lithium battery technology, built in Virginia with American labor and materials, fully BABA and BAA compliant. SDVOSB, HUBZone, and SDB certified. This page is the buyer's guide.

SafeTech Lithium: Why This Battery Chemistry Matters
The energy storage decision for a federal mission-critical facility is not generic. Battery chemistry, thermal management, and per-cell monitoring drive both the safety profile and the operational life of the system.
SafeTech Lithium is the lithium-iron-based battery technology from MUTANT INC., engineered with:
Reduced combustion risk. Lithium-iron chemistry is significantly less susceptible to thermal runaway than the high-energy-density lithium chemistries used in consumer electronics. Combined with the engineered thermal safety architecture, the combustion risk profile is appropriate for unattended deployment in mission-critical facilities.
Per-cell active monitoring. The system manages each cell individually, not just the battery as a whole. Performance degradation, thermal anomaly, and end-of-life conditions are detected at the cell level before they propagate.
Long operational life in harsh environments. Engineered for in-theater deployment and harsh-environment garrison use. The chemistry and thermal architecture support a longer operational life than commercial-grade ESS in the same conditions.
Integrated fire suppression. System-level fire suppression is part of the turnkey bundle, not an add-on the customer has to source separately.
BABA and BAA Compliance: Built in Virginia, USA
For federally funded energy procurement, the question of where the equipment is manufactured is on the contract. MUTANT INC. systems are built in Virginia with American labor and American materials. The product line is fully Build America, Buy America Act (BABA) and Buy American Act (BAA) compliant. We provide compliance documentation per-line-item for federally funded purchases.
BABA and BAA compliance is significant for two reasons. First, federal grants and infrastructure spending increasingly require BABA compliance for the equipment supplied under the grant. Second, for DoD procurement specifically, BAA and the related Berry Amendment can determine whether equipment is even eligible for the contract. We confirm scope before quoting.
AI-Managed Microgrid Integration
Most federal mission-critical facilities already have diesel and gas-based backup. The capability we deliver is not replacement, it is augmentation. AI-managed battery systems supplement existing infrastructure to:
Reduce diesel runtime by absorbing the first hour of an outage on battery alone, before the generators have to start.
Reduce emissions by running on stored energy during peak emissions windows.
Load level across distributed loads in a microgrid, balancing solar, battery, generator, and grid inputs.
Improve resilience through intelligent islanding when grid power fails or quality degrades.
Modernize aging infrastructure without ripping out functional systems that still have operational life.
Power resilience rarely arrives as a standalone line item. It usually rides along with a facility build or a modernization, which is why the same requirement often touches our federal laboratory environments scope, the comms and data rooms covered by our technology infrastructure and support division and its federal IT infrastructure procurement guide, and the justice, health and corrections facilities that cannot lose power to locking, monitoring, or medical systems.

HUBZone set-aside eligibility. This division specifically operates under the HUBZone program. For solicitations restricted to HUBZone vendors under FAR Subpart 19.13, SDVOSB Materials Technology & Supply LLC qualifies, and status is verifiable on SBA's HUBZone certification map. HUBZone set-asides apply to a meaningful share of federal energy and resilience procurement, and we're built to bid them.
NAICS codes. Our registered NAICS codes are listed on the company's SAM.gov entity record under UEI K39HBMPLN4B3. The ones that most often apply to energy and facility work are 238990 (All Other Specialty Trade Contractors), and 236220 (Commercial and Institutional Building Construction). Confirm the code against the solicitation before relying on any single one.
Contract paths we evaluate per requirement. Depending on the buying office, the path may run through DLA Energy, a GSA-registered partner vendor where GSA is required, the TIPS cooperative purchasing contract (TIPS 230701), VA FSS for VA facility backup, DoE programs, FEMA emergency-response contracts, or a direct HUBZone or SDVOSB set-aside under FAR 19.13 and FAR 19.14. SDVOSB Materials does not hold its own GSA Schedule. We confirm the path before quoting and we do not claim a vehicle we do not hold.

Frequently Asked Questions
Is HUBZone certification for the energy division specifically, or for the whole company?
The HUBZone certification applies to SDVOSB Materials Technology & Supply LLC as the parent entity. HUBZone Equipment operates under that certification for federal energy procurement specifically.
Is the equipment BABA and BAA compliant?
Yes. MUTANT INC. systems are built in Virginia with American labor and materials, compliant with both the Build America, Buy America Act (BABA) and the Buy American Act (BAA). We provide per-line-item documentation.
Why SafeTech Lithium specifically, versus other ESS chemistries?
Lithium-iron chemistry combined with engineered thermal safety architecture is significantly less susceptible to thermal runaway than high-energy-density lithium chemistries. For unattended deployment in mission-critical federal facilities, that safety profile is what makes the system appropriate for the application. Detailed white papers on chemistry and thermal safety are available on request.
Do you handle the full microgrid integration, or only the battery?
Full turnkey. Controllers, switchgear, automated distribution, fire suppression, and inverters, bundled into one scope.
Can you support DoD in-theater deployment?
Yes. Mobile and modular power is engineered for in-theater operational use, scaled to mission demand.
What about DLA Energy contracts?
Past performance includes DoD and DLA. We bid actively to DLA Energy solicitations under HUBZone and SDVOSB set-aside eligibility. Eligibility to bid is not a guarantee of award.
How do we verify your HUBZone certification?
SBA HUBZone certification status is verifiable on SBA's HUBZone certification map, and a SAM.gov lookup by UEI K39HBMPLN4B3 confirms active registration.
