Two Questions, Answered Separately

This page answers two different questions, and it answers them in two separate sections, because collapsing them is how construction capability pages lose a contracting officer's trust. The first question is what this division actually delivers, with a crew, a truck and a project record behind it. The second is which NAICS categories sit in our federal registration, which is what determines where a buyer can find us and solicit us.

SDVOSB Construction is a division of SDVOSB Materials Technology & Supply LLC, a Service-Disabled Veteran-Owned Small Business certified under SBA's SDVOSB Certification Program. UEI K39HBMPLN4B3, CAGE 7YX60, registered active on SAM.gov. Every certification named below is verifiable on our SBA Small Business Search profile, and the division overview sits on the construction hub. The short version of what follows: we source construction materials, technology, and supplies, and we furnish, equip and fit out institutional buildings, frequently while the building is still a construction site.

Part One: What This Division Delivers

Everything in this section is work the division performs and has project photography for. It is the part of the page to lead with on a requirement.

Furnishing, Equipping and Fitting Out Institutional Buildings

Laboratories, corrections facilities, college and university campuses, clinics and nursing education centers, state agency offices, and residential buildings. The recurring scope:

  • Systems furniture and workstation runs for office fit-out

  • Laboratory casework, benching and overhead shelving

  • Detention furniture, including anti-ligature beds, fixed stools, wall-mounted cubbies and dayroom seating

  • Auditorium and theater seating

  • Cafeteria and dining furniture, and lockers

  • Clinical and simulation equipment, including nursing manikins and exam and imaging carts

  • Console and command center furniture

  • Access control and building automation panels

  • Display walls, plaque walls and similar fixed millwork installations

  • Residential and apartment furnishing

The hard part is rarely the product. It is delivering and installing it into a building that is still under construction: sequencing behind the trades, working to the general contractor's schedule, and getting crews and freight through the dock, hoist, escort and badging rules that institutional and secure facilities run. That is the capability being described here, and it is the one worth qualifying us on.

Modular and Mobile Laboratory and Imaging Units

Self-contained laboratory, clinical and imaging units delivered to site, set and leveled, and connected to building or standby power, HVAC and bulk gas service. These go in where a facility needs capacity during a renovation, an outage or a surge, and where building a permanent room is not the answer. Related permanent-laboratory scope sits with LabTECH Environments.

Heavy and Specialized Logistics

Oversized and sensitive equipment moves, including rail movement on Department of Defense flatcar equipment and railcar positioning at receiving sites. Freight that will not go on a standard trailer, to sites that will not take a standard delivery, is a normal requirement on this division's projects rather than an exception to plan around.

Construction Materials Supply

We source, quote, and deliver construction materials against a line-item list or a specification section, for federal, state, and institutional projects. To quote accurately we need the line-item list or spec section, quantities, the delivery address with dock and access conditions, the required delivery date, and any domestic-sourcing, marking, or packaging clauses the solicitation carries. Send the solicitation number if there is one.

Two limits, stated plainly: we do not represent a stocked construction-materials warehouse, so we source and deliver against your requirement, and there is no published construction-materials line card yet, so we will not put a manufacturer's name on a construction quote until that authorization is in place and documented.

Part Two: What We Are Registered to Be Solicited Under

This section is a statement about our federal registration record. It is not a second list of services. A registered NAICS code means the category sits in our SAM.gov record, so a buyer searching that code can find us and solicit us under it. It does not represent a trade crew staffed for every activity the code covers, and we will not imply otherwise.

These are the construction and specialty-trade codes in the registration, with their official 2022 Census titles. The titles belong to the codes. Read them as the names of categories we can be solicited under, not as a menu of work performed:

  • 236210 Industrial Building Construction

  • 236220 Commercial and Institutional Building Construction

  • 237130 Power and Communication Line and Related Structures Construction

  • 238290 Other Building Equipment Contractors

  • 238350 Finish Carpentry Contractors

  • 238390 Other Building Finishing Contractors

  • 238990 All Other Specialty Trade Contractors

Wholesale and related supply codes in the same registration: 423310 Lumber, Plywood, Millwork, and Wood Panel Merchant Wholesalers; 423390 Other Construction Material Merchant Wholesalers; 423720 Plumbing and Heating Equipment and Supplies (Hydronics) Merchant Wholesalers; and 424950 Paint, Varnish, and Supplies Merchant Wholesalers.

Where a requirement falls inside one of those registered categories but outside what we perform directly, we tell you in writing before quoting, and we scope it with the right partner or subcontractor rather than letting the ambiguity reach your file. That is a better outcome for a buyer than a capability statement stretched to fit.

Where Construction Wage Rate Requirements Reach

This is the distinction that decides which clauses land in a construction-adjacent award. Under FAR 22.402, the Construction Wage Rate Requirements subpart reaches laborers and mechanics performing construction at the site of the work. It expressly excludes off-site manufacture of components or materials, and employees at a permanent home office or fabrication shop.

For a nonconstruction contract that contains some construction work, the same section applies the subpart only where three conditions hold together: the work is on a public building or public work; there is a substantial amount of construction work above the statutory monetary threshold; and the construction is physically or functionally separable from the rest of the contract. Work incidental to furnishing supplies, or construction that is not segregable, falls outside it. That section does not print the threshold figure, so we do not quote one.

Nothing above is a determination. Wage determinations and clause applicability are the contracting officer's call. We raise the distinction early because furniture and equipment installation, materials supply, and construction at the site of the work do not carry the same obligations, and a fit-out package is routinely mis-scoped as one of the other two.

Set-Aside Eligibility and Small Business Subcontracting

SDVOSB and VOSB status are SBA-certified, current through 13 September 2027. HUBZone certification has been held since 13 September 2022, resting on the principal office in Lehigh Acres, Florida; the New York State SDVOB certification is held from the Queens, New York office. The company is eligible for SDVOSB and HUBZone set-asides. Eligible to compete, which is not the same as holding an award, and not an endorsement by any federal agency.

For a prime tracking a subcontracting plan, the categories we represent are: Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB), both SBA-certified; HUBZone (Historically Underutilized Business Zone), SBA-certified; Small Business; and Small Disadvantaged Business (SDB), which is a self-certified representation in SAM.gov and is not vetted by SBA. How any one of those is credited against a goal line is your determination under your own subcontracting plan, not ours to assert.

On contract vehicles, so nobody has to guess: we do not hold a GSA Schedule or Multiple Award Schedule contract of our own. We do hold TIPS contract 230701, but that agreement sits in the Indoor Air Quality Equipment and Services category. It is not a construction vehicle and should not be treated as a route to construction work.

Past Performance

Projects delivered for the following institutions:

  • Metropolitan Transportation Authority (MTA), New York

  • Fashion Institute of Technology (SUNY FIT)

  • Shirley Chisholm building, an office fit-out with systems furniture

  • Idaho National Laboratory (INL), a U.S. Department of Energy national laboratory

  • New York State DMV, Brooklyn

  • A South Carolina correctional facility, conveyor

That list carries names, and scope only where the owner has confirmed it. Role, period of performance, and dollar value are three of the four things a source-selection evaluator asks for, and none is published here, because none is confirmed in a form we would ask a buyer to rely on. Ask about any reference and we will tell you what the contract record supports, and say so where a detail is not confirmed. More on the construction clients page.

Adjacent Divisions on the Same Contract

Fit-out packages rarely arrive alone on an institutional project. Scope that commonly rides alongside sits with our other divisions: justice, health and corrections, institutional furniture, and technology infrastructure. One vendor record, one set of certifications, separate line items.

Questions Buyers Ask

Do you perform construction, or supply it?

Neither phrasing is quite right, which is why this page is in two parts. What we deliver is construction materials supply and the furnishing, equipping and fit-out of institutional buildings, much of it performed inside an active construction site. What we are registered for is a set of construction and specialty-trade NAICS codes that make us solicitable in those categories. We will tell you in writing which scope we can perform directly on your specific requirement before you build it into a package.

Were you the prime contractor on the projects listed above?

We are not publishing a role for any of them. The owner-confirmed record is the institution name, plus scope where it has been confirmed. Prime, subcontractor, installer and materials-supplier roles carry materially different clause sets, so we confirm the role in writing on request instead of implying one here.

Which NAICS code should we solicit under?

Tell us the scope and we will tell you which of the registered codes above fits, with the official Census title for it. If the right code is one we are not registered under, we will say so rather than bid into a mismatch. Note that a furniture and equipment fit-out requirement is often solicited under a supply or furniture code rather than a construction one.

Do you have a GSA Schedule for construction?

No. We hold no GSA Schedule or MAS contract of our own, and our TIPS 230701 agreement sits in an indoor air quality category, not a construction one.
